The declared scope matches the released standard. Qualification confirms the owners, plus the items the purchased scope actually requires: the agreed configurations, issuance permissions and placement for Standby, and licenses, endpoints and network profile for Endpoint and Fabric.
Prerequisites to review
The scope can fit once specified prerequisites are resolved. The prerequisites are named and owned before any date is discussed.

The requirement is not in the released product. We say so rather than customizing the product around it.
